CVYBA Rules

RULES OF PLAY AND GAME GOVERNING REGULATIONS

The PIAA Rules will apply except in the specific rules as stated below:

It is the responsibility of each adult volunteer and parent in the program to discourage displays of poor sportsmanship by players, the adult volunteers and spectators. Examples of poor sportsmanship that CVYBA will not tolerate are:

1. Derogatory remarks of any nature by or about any player, coach or referee.

2. Booing or "riding" any player, coach, or referee.

3. Displays of anger by a player or coach, such as throwing or kicking the ball in anger.

WINNING THE GAME IS ALWAYS SECONDARY TO GOOD SPORTSMANSHIP

RULES AND REGULATIONS

EQUIPMENT - CVYBA will supply all 1st through 12th grade teams with two (2) basketballs, score books, scoreboards, and first aid kits will be located in all gyms where games are played.

DEFENSIVE PRESSING - Full court pressing will not be allowed when the ten (10) seconds rule is in effect. When a team or player gains clear possession of the ball within their back court via a rebound, intercepted pass, loose ball or a back court out of bound play, pressing is not allowed. A player with the ball is in the back court until both feet and the ball have crossed the half court line. Also referee(s) should consider a reflex defensive action (i.e., players start to guard, then remembers the no press rules and quits - referee judgement).

EXCEPTIONS - A defensive player may cross the half court line to pick up a loose ball. Defensive play is not allowed in the back court for 2nd through 5th grades. Full court pressing is allowed in the 6th through 12th grades, with the agreement of all coaches and coordinator. Any team, in any grade may not press if they have a 10 point or greater lead in the game.

DOUBLE-TEAMING - Double-teaming is not allowed, except in "the lane" in front of the basket, known as the "foul lane" or "the paint" for the 2nd through 5th grades. PIAA rules apply to grades 6th through 12th.

ZONE DEFENSE - This defense is allowed in the 7th through 12th grades, with the concurrence of all the coaches and the coordinator.

MAN-TO-MAN - This defense will be mandatory except in the agreed upon circumstances explained under the ZONE DEFENSE above.

DISQUALIFICATION - Players will be disqualified if they have six personal fouls. (Fouls will be kept in the 4th through 12th grades).

FIVE SECOND RULE - Time allowed in "the lane" or "the paint" by an offensive player in the 2nd through 5th grade will not exceed five seconds. Time allowed in the 6th through 12th grades will be three (3) seconds, as per PIAA rules. Violations of this rule result in a turnover of the ball to the other team.

FOUL SHOTS - The PIAA rules will apply. The 4th and 5th grade boys and girls may cross over the line, but not use the momentum to gain an advantage on the rebound.

HALF TIME - Shall be three (3) minutes in length.

LENGTH of GAME - The games shall consist of two 24-minute halves with a running clock. The clock will not be stopped under any circumstance except in the last minute of the first half and the last minute of the second half, for shooting fouls. Substitution will occur every four minutes on a dead, or out of play ball. By agreement of the coaches and coordinator match-ups may be performed or not. The coaches, the coordinator, and the CVYBA Board must agree upon any changes to this rule.

MANDATORY PLAYING TIME - Each player must play as close as half of a game as possible. When there are more than ten (10) players present, there is an extended injury, or some other reason that time is compressed, this rule will be modified as reasonable. Regardless of the game to game circumstances, each player must play 50% percent of the season's total game time. No player will play the entire game, unless his or her team only has five (5) players present. The maximum time that any player may play if there is six (6) or more players present is three-fourths of the game. Scorekeepers should record substitutions to meet the mandatory playing time. If one or more players foul out of the game for any team, this rule may be modified as well to meet that condition. Violations of this rule will result in a forfeiture of the game by the respective team, unless countermanded by the CVYBA Board. Remember that no standings and in many cases, no score is kept, equal playing time is our golden rule.

SCORING - Scoring will be kept in grades 6th through 12th.

SUBSTITUTIONS - As mentioned above in Length of Game. Players should be substituted as close to every four 4) minutes as possible on a "dead" or "out of bounds" ball. Match-ups at half-court are at the discretion of every age group coordinator and coaches. Any variation to this rule must have CVYBA Board approval.

TIMEOUTS - Each team is allowed two (2) 30-second timeouts per game. The clock will not stop during any timeout accept during the last minute of the game.

PLAYERS - Upon recommendation of a player's coach and CVYBA Executive Board approval, any player may be transferred to another age group whose size and/or skill level may be a hazard to his/her own safety or the safety of others. Such transfers should occur before the season begins.

SPECIAL RULES - SECOND THROUGH FIFTH GRADE EXPANDED RULES - In addition to the preceding rules, all players in these grades will have the opportunity to dribble the ball up court a minimum of two (2) times during each game. In the second and third grades, when a double dribble or a foul occurs, the referee(s) will stop the game, (but not the clock), explain to the player what he/she did wrong and return the ball the same team and play will continue. The basket height will be placed at eight (8) feet for 2nd and 3rd grade players.

TEAMS and DRAFT - All players will be rated by skill level at the respective evaluations held before the start of the season. Coaches and other adult volunteers will conduct the evaluation of all of the players at the tryouts. Teams shall be made up by the draft method. Coach's sons and daughters will automatically be placed on their respective parents' teams. The order of the draft shall be by random drawing. Travel team players will not be drafted. The respective travel team coaches will select travel team players, after receiving the advice from the respective evaluators.

UNIFORMS - Each player will receive a game jersey and shorts that must be worn during all games except for High School players who receive only a black and white reversible jersey. Player participants must furnish their own socks and sneakers. Shirts must be tucked in the game shorts during play.

THESE RULES AND REGULATIONS ARE BINDING AND MUST BE ADHERED TO BY ALL PLAYERS, COACHES, ADULT VOLUNTEERS, REFEREES AND SPECTATORS. THE CVYBA BOARD THANKS YOU ALL FOR YOUR SUPPORT.
